Cape used 11 criteria, ranking scale, to determine city manager applicant qualification placement

The city of Cape Coral’s Human Resources Department gave candidates points for experience, academic degree achieved, management experience and related skills, and place of residence, according to ranking criteria obtained by The Breeze Tuesday.
The 11 criteria, and point range, used to rank applicants for city manager into three tiers or “bands” – best qualified, better qualified and qualified – are as follows:

RANKING CRITERIA

Rating scale 1-10

1 point – 10 years experience
2 – 11
3- 12
4 – 13
5 – 14
6 – 15
7 – 16
8 – 17
9- 18
10 -19 or more

1. Masters Degree in public administration, business administration, finance or economics 0-5 points. In related field 0-3

2. 10 years management experience in government, business or industry to include 5 years at general manager level or higher 1-10

3. Demonstrated experience in managing large, complex organizations with 1,000 employees 1-10

4. Experience in managing and operating a budget 1-10

5. Financlal planning and financial management skills 1-10

8. Experience and or knowledge of infrastructure issues 1-10

1 point -10-12 experience
2- 13-15
3 16-18
4 19-21
5 22 or more years of experience

6. Experience with organizational restructuring, i.e., lein, CIP, Sigma, etc. 1-5

9. Experience with collective bargaining 1-5

10. Experience with human resource management 1-5
