CCPD captain suspended
A Cape Coral Police Department internal affairs investigation into a March 13, 2016, incident that went viral online has been concluded.
The incident involved an officer using force against an intoxicated person in parking lot in the downtown entertainment district. The incident was recorded on a smartphone by a witness and the video that was posted online, went viral.
According to a release from the city issued late today, the CCPD began its investigation immediately. The incident was initially submitted to the State Attorney’s Office for review, to determine if criminal charges should be pursued against the subject sfficer. The State Attorney’s review determined that there was no criminal conduct on the part of the subject officer.
The Professional Standards Bureau’s internal affairs investigation found that the officer, Capt. Michael Torregrossa, was in violation of department policy for conduct unbecoming of a Cape Coral Police Officer, improper use of force and failure provide medical aid in a “Use of Force” incident.
The release states that as a result of the findings of the Professional Standards Bureau, the department has imposed an 80-hour suspension and documented remedial training on General Order B-12, reviewing Use of Force techniques in response to levels of resistance and the responsibilities in rendering first aid as it relates to injuries associated with Use of Force. Torregrossa’s suspension will begin effective Monday, April 25.
